I just want to upload one page and want full Email support (send mail and read mail). I only need 1 email address. I really want to get CHEAP hosting. Where is the best place for this?
The page is static HTML and so I dont any hosting features.

Depends on what you plan to use it for - lots of hits and you might have problems (or using it to link to porn, etc)
You could use something like MySpace.com to have some free webpage, and there are services which need a banner advert but give free hosting.
Also depends if you already have a domain name or need to use theirs as part of web address... not clear from question.
Most services expect you to use your own ISP for sending (to stop spammers) but there are some deals (eg on Ebay) where you would get webmail and hosting (and possibly even a domain name registered) for under $15 (under 10 pounds).
